Paul Holmes commenced his career in 1982 as a Probationary Inspector with the Royal Hong Kong Police. During his fifteen years of service in Hong Kong he experienced a wide range of policing roles including eleven years in various aspects of criminal investigation.

Paul returned to Northern Ireland in 1997 and later joined the Police Ombudsman’s Office as an Investigating Officer in November 2000, enjoying promotion to Deputy Senior Investigating Officer and then Senior Investigating Officer with responsibility for the investigation of significant investigations. He was appointed to the position of Director of Investigations (Historical) in February 2010 and became Senior Director of Investigations in 2018.
